We have completed the draft report on our assessment of a prescribed heat treatment as a risk management measure for fish and fish products for use as pet food and stockfeed.
Steps to complete this risk analysis
When we do a risk analysis, we:
- start the risk analysis by reviewing the science on pests and diseases of concern
- assess and analyse biosecurity risks
- develop proposed risk management measures
- consult the public on the draft report and then review comments
- publish a final report
- develop import conditions
- publish import conditions in our Biosecurity Import Conditions System (BICON)

This consultation will be open for 60 calendar days. Submissions close on 1 November 2021.
We will review your comments when we prepare the final report.
About the draft report
We initiated this assessment in response to stakeholder requests for an alternative heat treatment for fish products for use as pet food and stockfeed imported into Australia.
Because it is the most resistant of aquatic animal viruses to environmental conditions, we used infectious pancreatic necrosis virus (IPNV) as the minimum standard to determine if the proposed heat treatment inactivates aquatic viruses.
We propose that the following changes are made to existing measures for fish products (salmonid and non-salmonid) imported for use as pet food and stockfeed:
- the current heat treatment of 100°C for no less than 30 minutes for fish products containing salmonid material, be reduced to a moist heat treatment of at least 85°C for at least 25 minutes, or at an equivalent time and temperature agreed by the department.
- the current heat treatment of 80°C for no less than 20 minutes for fish products containing non‑salmonid material, be increased to a moist heat treatment of at least 85°C for at least 25 minutes, or at an equivalent time and temperature agreed by the department.
- the current restrictions on the percentage of salmonid material contained in the fish products (no more than 2%) will no longer apply.
