Who does this notice affect?
Express air freight facility operators who may be interested in participating in a 3D x-ray technology proof of concept project.
What has changed?
The department is seeking expressions of interest from high volume express air freight facility operators to partner in an exciting pathway modernisation project. The department is proposing to work closely with an industry operator to install a 3D x-ray unit (Rapiscan RTT110) into an air cargo facility as part of a multi-stage proof of concept.
3D x-ray technology is currently being utilised with success in the international mail pathway with the enhanced x-ray images leading to a decrease in false referral rates and a more streamlined screening process. The department's 3D x-ray units may also be utilised for outbound screening by industry partners with similar benefits achievable for detection of aviation security threats such as explosives and dangerous goods.
As part of continued development and implementation of x-ray technology and associated automated detection algorithms, the department is investigating opportunities to apply the technology across a broader range of import pathways, including the air cargo pathway.
The proof of concept project aims to:
- collect data to inform further development and refinement of automated detection algorithms deployed on 3D x-ray units
- evaluate 3D x-ray technology and automated computer algorithms for detection of biosecurity risk material inline in the express air freight pathway
- support evaluation by the industry partner of outbound screening effectiveness and efficiency
- provide an insight into potential future benefits of 3D x-ray technology including industry and government partnerships and investment in joint infrastructure.
Expressions of interest must be submitted by email to email@example.com by COB Friday 19 November 2021. All applicants will be advised of the outcome of the EOI.
The successful applicant will work with the department on detailed design and operationalisation of the x-ray unit and ancillary infrastructure. The department will supply the RTT110 and associated equipment.
The timeline for installation of the x-ray unit and ancillary infrastructure will be negotiated with the successful applicant.
