Purpose
To advise exporters of the minimum requirements for exporting goats by sea.
Background
Exporting goats by sea is considered higher risk than the export of other livestock species. This is based on previous mortality incidents which have occurred on consignments of goats by sea.
Instructions
For exporters with an approved arrangement
You will require an approved standard export plan for the export of goats by sea as part of your approved arrangement before you submit a Notice of Intention.
For exporters without an approved arrangement
When an exporter wishes to export goats by sea, it will need to ensure that its Consignment Risk Management Plan (CRMP) specifically addresses the risks for exporting goats by sea.
Department requirements for the export of goats by sea
The standard export plan or CRMP must include details of how the exporter will manage the sourcing and transport to meet the requirements of ASEL and how the exporter proposes to address the risks such as adaption to feed, time in the registered premises and management of internal parasites. It should also cover what evidence the exporter will hold to demonstrate compliance with the plan submitted to the department.
Under both approved arrangements and not under approved arrangements, the department will not normally approve the export of goats by sea where the voyage is likely to take more than 10 days.
Where the exports of goats by sea is approved, the department will normally require an additional 10 per cent additional space in addition to the stocking densities specified in the Australian Standards for the Export of Livestock.
The department may also require an accredited shipboard veterinarian to accompany consignments of goats exported by sea.
