Purpose
To advise exporters of administrative changes to the Exporter Supply Chain Assurance System (ESCAS) relating to the provision of Interim Processing Reports (IP(s)) and End of Processing Reports (EOP(s)) for consignments of cattle and/or buffalo exported for feeder and slaughter purposes.
Background
It is a condition of approved ESCAS for cattle and/or buffalo that exporters provide the department with IP(s) and EOP(s) outlining the number of animals that were transported to and/or slaughtered within each facility within the approved supply chain (EAN 2013-07).
Instructions
From 31 July 2014 the department will no longer require exporters to submit IP(s) and EOP(s) for consignments of cattle and/or buffalo exported for feeder and slaughter purposes under ESCAS.
The department will instead require exporters to submit a declaration (Attachment 1) at the time of submitting each Independent Performance Audit Report for cattle and/or buffalo ESCAS, signed by a person nominated in management or control of the livestock export business, confirming that the animals remained/remain within the approved supply chain.
The department will vary the approved ESCAS for consignments exported prior to 31 July 2014 to reflect the change.
For consignments exported on or after 31 July 2014, the approval documents will reflect the new requirements.
Notwithstanding this change, exporters must continue to demonstrate control and traceability through their supply chain and be able to provide detailed information as to the destination of cattle and/or buffalo exported by them under ESCAS for each consignment if requested by the Secretary including but not limited to the following:
- Number of livestock exported
- Number of livestock received at each feedlot
- Number of mortalities in each feedlot
- Date of entry and number of livestock that entered the Government Post-Arrival Quarantine [if applicable]
- Date of exit and number of livestock that departed the Government Post-Arrival Quarantine [if applicable]
- Number of livestock mortalities during Post-Arrival Quarantine [if applicable]
- Number of livestock that departed from each feedlot to each abattoir
- Number of livestock received and slaughtered by each abattoir
- Date of slaughter of the last non-pregnant animal from the consignment
- Number of pregnant animals in the consignment
- Number and percentage of livestock traced back to the tag list at the time of export
- Number and percentage of livestock that remained in the supply chain but were not traced back to the original tag list (i.e. lost or non-functional tags)
- Number and percentage of livestock that left the exporter supply chain
- Number and percentage of livestock not accounted for
- Explanation for livestock that left the supply chain and were not accounted for
- Number of livestock that departed from each feedlot to each depot [if applicable]
- Number of livestock received at each depot [if applicable]
- Number of mortalities in each depot [if applicable]
- Number of livestock that departed from each depot to each abattoir[if applicable]
- Number of livestock from the consignment that departed the supply chain(s) as breeding animals
The department will audit the records held by a licensed exporter to verify compliance with this notice.
