Biosecurity Cost Recovery Implementation Statement (CRIS)

The Biosecurity Cost Recovery Implementation Statement (CRIS) sets out the cost recovery arrangements for services we provide.

We provide services for:

  • importers
  • approved arrangements
  • vessels
  • post entry quarantine.

The 2021-2022 CRIS for the biosecurity arrangement is an updated version of the 2019-2020 CRIS.

Minor updates provide current information on the performance of the arrangement and advice to industry. Key changes are:

  • updated reporting against performance criteria and measures for the biosecurity arrangement.
  • descriptions of the Australian Government’s 2021–22 Budget and mid-year Budget decisions to provide over $500 million in new funding to expand investment in safeguarding Australia from exotic pests and diseases. This includes $96.8 million (over 4 years) to manage the risk of hitchhiker pests.
  • advice to industry that a review of regulatory charging for biosecurity activities will be undertaken in 2021–22.
  • minor stylistic changes and amendments to the commentary for ease of readability.

A full review of regulatory charging for biosecurity activities, scheduled to be undertaken in 2021–22, has commenced.

2019–20

Department of Agriculture, Water and the Environment, 2019

In 2019, the Australian Government decided to expand biosecurity cost recovery arrangements. Stakeholder feedback from the independent review of the biosecurity import levy informed this decision.

This Biosecurity CRIS came into effect on 1 January 2020.

The CRIS included 4 increased charges:

  • Full Import Declaration charge—air from $33 to $38
  • Full Import Declaration charge—sea from $42 to $49
  • Vessels greater than or equal to 25 metres—arrival charge from $920 to $1054
  • Vessels less than 25 metres—arrival charge from $100 to $120.

2015–19

This CRIS includes the:

  • fees and charges for biosecurity activities from 2015–16 to 2018–19
  • financial and non-financial performance reports for delivering biosecurity activities
  • financial forecasts for cost recovery up to 2018–19.
